Overview

Reports To: SVP, Mortgage Risk Management and Servicing

 

This is a Supervisory Position

 

Functions Supervised: Manages Mortgage Quality Control and Program/Regulatory Compliance

 

Primary Functions: Ensure mortgage and real estate lending compliance with investor, guarantor, and regulatory requirements. Ensure loan quality through pre-closing and post-closing review processes.

 

Duties and Responsibilities:

 

  1. Continually review federal, state, and local laws, as well as investor, guarantor, and regulatory requirements as they pertain to mortgage and real estate lending, to ensure electronic and written documentation and procedures are kept current. Communicate changes in regulations and requirements, and coordinate any necessary updates to systems, procedures, and documentation as necessary.
  2. Review and update Global Credit Union-produced mortgage loan and real estate loan reference materials to reflect changes in regulatory requirements. Document Global Credit Union mortgage and real estate programs, policies, and procedures to conform to Credit Union, investor, guarantor, and regulatory requirements.
  3. Coordinate and respond to investor and compliance audits; coordinate and document internal discretionary audits as needs are identified.
  4. Oversee the HMDA and MERS results throughout the year to ensure compliance. Responsible for on-time and accurate reporting of both.
  5. Supervise the Mortgage Quality Control process and reports. Oversee ongoing updates to Quality Control procedures to maintain conformance with investor, guarantor, and regulatory requirements.
  6. Supervise Compliance Specialists.
  7. Responsible for recommending changes to the business line management team related to compliance or quality control, documenting recommendations and final decisions.
  8. Ongoing knowledge transfer to Compliance Specialists by training, mentoring and measuring the increased expertise of the Compliance Specialists.
  9. Identify, catalog, and monitor all governmental and regulatory agency rules and regulations which apply to Mortgage and Real Estate Lending. Develop and maintain a Regulatory Compliance Documentation system to include research documentation, prepared forms, operational procedures, policies and data system functions that evidence the Real Estate Lending Department's compliance with governing regulations.
  10. Develop and conduct testing of compliance-related issues. Ensure compliance is maintained and implemented during the entire loan process; from origination to loan sale to investor.
  11. Monitor and coordinate applicable regulatory compliance training for all staff involved in the mortgage and real estate lending process. Review required training to affirm it meets the needs and expectations of investors, guarantors, and regulators.
  12. Perform other duties as assigned.

Qualifications

Education: Bachelors degree in Business Administration or related fields. Advanced industry courses in real estate lending and/or regulatory compliance, including knowledge of all applicable laws and regulations preferred.

 

Creditable Experience in Lieu of Education: Five years of real estate lending experience. Prior compliance administration and quality control management.

 

Experience/Skills: Five years in real estate lending with a background in underwriting, compliance or quality control. Familiarity of general requirements of Conventional, VA, FHA, and RD. Knowledge of regulatory requirements impacting mortgage and real estate lending. Requires excellent organizational skills, and the ability to communicate clearly and professionally in both verbal and written format.

Compensation

Mortgage Quality Control Compliance Manager (Category 07)

 

Salary Pay Range: $82,171 - $137,981 annually. Starting base salary will be determined based on candidate experience, qualifications, education, and local or state wage requirements, if applicable and will fall within the range provided above.

 

In accordance with our Salary Administration policy, new hire base salaries generally fall within the minimum to midpoint of the listed range.
